Constitution only Authority to Resolve All Outstanding Disputes and Problems in   New Iraq

Political and democratic changes in the new Iraq are many, multiple and of various colors and shapes in the fields of politics, security, economy, culture, thought, and others, yet with all these variables in consideration, it did ignore the legislation of laws, issuing administrative orders, the local system or method of work and performance of jobs and duties without any supervision or control, rather Iraq, with its new experience,   tried deliberately to make the Constitution   the only authority to the conduct of all the affairs and businesses.

This is one of the features of this new experiment, which completely differs from the era of the Saddamist ruling, where he was the ruler, the Constitution and the executioner at the same time, that he issues the orders and decisions however he wants and in any way, whether it was contrary to the Constitution and norms or even an invention of the tyrant regime.

     He who follows the status quo in the country and throughout all the general political events notices several important issues, some of which a decision can not be taken about and dealing with it with an urgency because it is very complex and fateful needs further study, careful reading, dedicating adequate time   and giving it the right time for discussion, follow-up, advice, respecting the other opinion and exchanging views, visions and ideas. while delaying  the resolution of other  issues of the country and its  various affairs and not making the decisive decisions in the right time under the pretext  of further study and follow-up, would disrupt the political process and the completion of outstanding projects in this or that province, and this means that there should be a balance  between all issues by giving priority to the  public interest at the expense of the private  interest and making serving the  country and the citizen the most significant  target and preferring it over the  special objectives of each political party.

 In addition, a distinction should be made between what is important and what is most important, particularly those of interest to the general public and not a single  doctrine or a certain sect, as is the case in the general conditions in the Iraqi cities of Mosul and Kirkuk without any suspicion, preference or fragmentation  of their  identities  and geographies,  because they are two cities extending in   the arteries  and veins of Iraq and this is not an exaggerated  speech or contrary to the truth as realized by all.

     In spite of the special conditions and characteristics of these two cities, yet the new Iraqi constitution has categorically pointed out the powers of the federal government and local government and the constitution had granted the federal government the right, the legitimacy and the legal framework for the imposition of its control, influence, prestige and the general laws over a part of the country, therefore,  resorting to the Constitution as the borderline in resolving  differences and giving primacy to the language of dialogue, understanding and reasoning is the best procedure to address any problems and differences between all the concerned parties in those cities or other places in order to overcome these problems, because it (the constitution) is the common law to all the Iraqi lands and the people of Iraq.

     The optimal solution resides in it and  not in  releasing  tense  statements and  rash rumors  that would speed up and increase the tension in the atmosphere  and add  more   complexity   making the bad  matters worse, leading to the closure of the doors in front of any initiatives and mediations  attempting to alleviate  and moisturize      and tense atmosphere.

     This, of course, will not be at the expense of someone for the expense of another, but through resorting to the legal authority of the Constitution which will be satisfactory to all parties, because it is written by Iraqis and voted for by Iraqis from the north to the  south, eastward and westward, in the revolution of purple fingers, which will remain a historic incident in adopting it and a distinguished achievement, especially that a long time has been consumed in the writing and revision of the Constitution by the committees  formed within the parliament in addition to  the many readings and extensive discussions that have been made under its dome to reach the best formulas for approval as a system and as a paper that organizes the work of the Iraqi government and to be the  only authority  in all decisions taken by the legislative authorities.

 It will be the most important supervisor for the work of the executive authorities, especially in light of differences of opinions, views and ideas of some of the political blocs and their trends in the democratic situation and the exchange of the various theses of all parties within the framework and limits of the political process, which is basically a distinguished healthy condition added to the   country's new democratic atmospheres.
