There is no doubt that the former iraq's political system before 9 Apri 2003 have been a grave experiment filled with wrongdoings and negative accumulations because of  the defective construction of the iraq state which has arisen after the 1920's great national revolt that has compelled the British mandate authorities to submit to the iraqi revolutionaries's demands, Iraqi revolutionaries consist of the Iraqi tribesmen and the grand religious reference (Al-Marjiaah) which it leads the revolution to constitute a fair national authority in Iraq ,the former Iraq's political systems had been unfair regimes because it was built upon an unjust political construction, when the British high delegate Sir Persi Cocos has confiscated the historical achievement of the Shia by fulfilling political and sectarian accord with Abd Alrahmman Al Naqeeb (suni politician) which dictates to segregate, marginalize and prevent the Shia  to participate in the political power ,this agreement known as Cocos-Alnaqeeb Accord , although the achievement of foundation of the national rule was outcome of the huge Shia's sacrifices besides they constitute the majority of iraq's population.

the segregation  policy against the Shia that had been practiced by Britons in iraq and obvious collusion of ruling monarchical elite which governed Iraq from1921, this discrimination policy continued to became unchangeable manner for iraqi senior officials, this led to enormous defects in the performance of government institutions , although the fake pretenses for liberty and democracy practices, they had alleged that their regime is democratic to cover its faults that for example any shiite man have not become governor of governorate till late of 1950 , and who became  governors  not exceed  the fingers of one hand , moreover the  premiership position have not become for shia  only four time from  40 times along 37 years in the monarchy era  which  has legitimized sectarian discrimination against shia and had put the foundation for this grave policy which executed by subsequent iraqi rulers.These policies of the sectarian segregation and

racial mottoes have caused the constitution absence and breakdown of constitutional legal institutions, however Iraq  had not any ratification for the constitution,and what had been used as a constitution was called the temporary constitution which was elusion and anintentional breakdown for commitments which the rulers have claimed to abide by founding a constitutional state in Iraq .

this sectarian conduct against the shiite sect and other iraqi constituents led to domination of the rural men from Tikrit's city countryside on the iraq power by the violent coup , conspiracies and dependence on foreign intelligence agencies . the price that must be paid for power seizure is that the fulfilment of foreign agenda on  iraq and the region that introduced iraq in the worst era in its contemporary history, that include the aggressions against the neighbor states, suppression, genocide,starvation and impoverishment,that was the outcome of the absence of legal institutions and law disrespect, there was not any chance to political progress by compromise with people because of the violent, terrorist nature of saddamist ,baathist ruling cabal . when saddam's regime collapsed on 9 april 2003 the national iraqi political parties have perceived the importance of the purge of negative political accumulations of the former regimes that produced tyranny ,violence and conspiracy ,so the all parties in the iraqi political process  have been working seriously to construct the new state of iraq that respects the law and democratic institutions and to be the substitute for the old faulty political systems, the substantial, rightful steps have been taken when  the iraq's people had ratified the iraq's new constitution and elected the new representatives for deputies' council besides that the foundation of non government organizations (NGO),also we need to boost the supervision institutes to oversee the government, and constitute the higher fedral court  to boost democratic process and settle disputed issues that may be arise in the future among iraq's authorities and considering the law is only the arbitrator,and it will defend all iraqi sects and races and consider them are equals ,  this was milestone of the change and the subsequent step is that the iraq reconstruction.
